If Instagram is already linked to the Page as Business or Creator, nothing to do there. Meta requires that link before any tool can post, not just this one.

The $5,000 balance is due once posts publish to LinkedIn, Facebook, and Instagram from the tool and the connection holds without re-authorizing on any of the three, the first two marks in Section 04; the two weeks of real use after that are how you judge whether it's worth building on, not a condition on the invoice.
